CHAMBER OF COMMERCE AND GOVERNMENT SHARE IDEAS

The Cayman Islands Chamber of Commerce and the ruling National Coalition for Caymanians coalition administration have had their first formal consultation addressing a range of issues of mutual interest.

A government delegation headed by Hon. Andre Ebanks, Premier and Minister for Financial Services and Commerce, sat down with the top brass of the Chamber in a meeting in which “both sides reaffirmed their shared commitment to fostering dialogue and working together to address national priorities.”

Premier Ebanks welcomed the initiative, expressing interest in more frequent consultations and noting a key procedural change.

Key issues discussed were Sustaining Economic Growth, Building a Future-Ready Workforce and Advancing Quality of Life.

On the issue of sustaining economic growth, the Chamber Council led by President-Elect Cristina Spratt, highlighted what it described as “urgent concerns regarding planning delays and outdated regulations that affect over $2 billion in projected development.”

The Chamber called for the adoption of ICC 2021 and NEC 2023 building code regulations, the approval of third-party inspections and the creation of a Construction Building Council.

Spratt also introduced the Chamber’s proposal for a national AI strategy.

Premier Ebanks expressed full support and agreed to a follow-up meeting. He signalled his intention to revive and expand the AI committee, with an official announcement planned for October.

The Chamber additionally requested formal representation on key government boards. The Premier welcomed nominations, particularly for the Health Services Authority, and suggested observer status where full appointments aren’t feasible.

Regarding building a future-ready workforce, Chamber Council Secretary Heather Halsey presented updates on workforce initiatives, including progress on the National Human Capital Development Plan, expanded efforts in apprenticeships, VOTECH Stars, and Mentoring Cayman.

Public transport reform was also discussed. The Premier confirmed that it remains a long-term priority, likely to be addressed in the 2026–27 budget cycle.

With respect to issues surrounding advancing the quality of life, Councillor Dr. Annette Stephenson shared insights on rising concerns about the cost of living.

In response, Premier Ebanks endorsed pension reform and a customs code review. He also supported forming a working group on affordability and recognised the need for more coordinated urban and housing development.

Outgoing Chamber President Omari Corbin introduced the concept of a Government Accountability Scorecard to enhance transparency and accountability. Premier Ebanks is said to have expressed a strong interest, particularly in its alignment with future digital governance initiatives.

The discussion also touched on upcoming partnership opportunities with both parties agreeing to maintain momentum.

Topics such as immigration, labour reform, and support for the Cayman Islands Trade Council will be priorities in future meetings.

President Corbin proposed regular Cabinet check-ins to track progress. Premier Ebanks supported the idea, recommending that the next session take place in September or ahead of the October Luncheon.

Collaboration in Action

A Chamber statement recapping the meeting with the government said it marked a strong step forward in building a more connected, accountable, and forward-thinking relationship between the Chamber and the Government. “With clear action items and an open channel for dialogue, the stage is set for a lasting and meaningful impact,” it added.
