Minister Nickolas DaCosta
Minister for District Administration and Home Affairs, the Hon. Nickolas DaCosta, JP, MP, will travel to Providenciales, Turks and Caicos Islands this week to support continued engagement with regional policymakers and probation, parole, rehabilitation, and community-corrections professionals.
The visit forms part of the Government’s ongoing efforts to strengthen regional criminal justice cooperation, advance effective approaches to offender management and rehabilitation, and support safer communities by reducing reoffending.
Minister DaCosta will lead a Cayman Islands delegation to the 3rd Annual Caribbean Association of Probation and Parole (CAPP) Conference. The delegation will participate in conference engagements from 2 to 4 September 2026 under the theme “Leveraging Probation, Parole and Rehabilitation as Effective Crime-Reduction Strategies in the Caribbean.”
The Minister’s itinerary includes participation in a Regional Leaders Panel Discussion alongside fellow Caribbean leaders. The discussion will focus on strengthening probation, parole, rehabilitation and community-based interventions as integral components of effective crime reduction and public safety.
Scheduled conference engagements include presentations and interactive sessions on evidence-based approaches to reintegration, case management, data governance, community supervision, youth and family engagement, strategic planning and cross-agency collaboration.
The Minister will be accompanied throughout the visit by Deputy Chief Officer Lisa Malice; Acting Director of the Department of Community Rehabilitation Melissa Rivas; Senior Probation Officer Shakira Davis; and Administrative Officer Abigail Perez.
For the substantive period of Minister DaCosta’s official travel, the Hon. Jay Ebanks, MP, will serve as Acting Minister for District Administration and Home Affairs.
